Mexico has implemented many protocols in the last 6-7 years to limit caravans, and to provide asylum application services well before immigrants from Central and South America reach the US border. They are taking advantage of the fact that the average American, understandably, isn't well-versed in the nitty gritty of Mexico´s internal policies or how the country functions. Historically, I think they had very strict control of their southern border, but in the last decade or so have been allowing easy passage for those who were just passing through en route to the U.S.
