It is cash that robbers want. A business that has a lot of cash on hand are targets. Depositing cash is also fraught with danger.

Cashless means the government controls your money and can control/turn off your card when they want.

I don’t think regulation of it is necessary, but I can totally see why a business would not want to deal in cash. That’s a non discriminatory policy, and if you don’t like it, you can go to another business. Even leaving robbery aside, it’s just a pain to regularly have to go to a bank to deposit cash and to have reserves to make change. Robbery is definitely an issue though, my father in law always had a gun when going to the bank to make deposits after getting robbed. It’s a magnet for problems if people can learn you are regularly carrying thousands in cash at predictable times. And that was 40+ years ago, it’s been an issue since time immemorial. There’s a story about that in a Little House on the Prairie book. It has never been a good thing for people to know you have lots of cash.
