Before patting yourselves on the back as a "first in the nation" achievement, you ought to know that the Southside Sportsmens Club in the early 1900's hand-dug a canal diverting the Connetquot River over about a mile in length to feed the trout hatchery built across the original river course while keeping the river bed intact. This canal has served as a one-mile trout stream for anglers for over 120 years now. The spring creek has ample habitat. The SSSC was formed in 1866 and its 3400+ acres was taken over by NY State as a Park Preserve & opened to the public in 1973.
There is a campground just above this creek. It has showers, bathrooms and a laundry area. The sites are nice with picnic tables, water and power at each lot. This isn't even the first one in Kentucky. During the 1950s the Corp of Engineers straightened a stream on Fort Campbell to prevent flooding in the ammo supply area at New Clarksville base and made it into a year round trout stream.
"This project has been in works for maybe as much as 20 years." A good example as to why the US economy has slowed to a standstill in many places. Crushing bureaucracy, burdensome regulation, rent seeking from an alphabet of agencies, and an expectation that "government" will do everything.
Men don't build trout streams they fish them. I'm a man I you'd never catch me fishing something like that. Men from Kentucky fish for bass and carp and marry their first cousins. Stick with what you're given.
and this why its important to buy your fishing licenses so projects like these get started and finished!

Fishing is awesome. To have a place where you could catch a trophy trout for free is very nice. I have caught rainbows browns and brookies in there.
