It's what is known as Alternate Guard, where you extend your blocking animation alternating between high and low block. This makes invulnerable to throws, but it can lose against a well timed low or mid attack.
Can someone explain the selection mechanics? So you pick 3 characters and then they are shuffled? And then the player that keeps winning knocks characters out until they lose a character?
I feel USA player need to understand more basic of KOF. But good job for all the player, even know didn't win, continue playing kof, soon u will understand more.

Not shuffled; you select your lead via a button press, kinda like Marvel 3, but the last part of your guess is right.
