In order to set up a TreasuryDirect account (the only way to buy and redeem I-Bonds since they are not marketable securities) you must provide your SSN or EIN. Non-US persons don't have these ID numbers.
The website looks old looks like any other gov't website . But it is 100% legit, anyone's got a savings account should really look into this. To combat inflation.

Unfortunately even at 9.62% you'll still be getting poorer, inflation is running higher then what we're led to belief. If you average the things that everyday people actually buy regularly, then inflation is running over 20%, in my opinion.
Even if inflation is running 20%, you're losing ground by 19.90% if you leave your account in a 0.10% interest-bearing savings account. you're only losing 10.38% in a I-bond. Sometimes it's not about out-running the hungry tiger.... it's about out-running the other guys fleeing the hungry tiger.

I'm definitely sticking to stablecoins to earn high interest on dollars. I'm getting 8% right now. If the government didn't cook the books I would probably buy these bonds. But I'm sure they'll claim inflation is back down to 2% in about a year even though everybody knows it's much, much higher.

Just federal tax, not state and local tax. Most peoples tax rates are actually quite low -- 10-12%.
