  • The BIG problem with E Scooters in Australia. We've had some incidents and some states have banned eScooters. What will happen, what should happen, and what can be done about eScooters in Australia.
    Riding around Melbourne Australia talking about E Scooters, what are your thoughts on the e scooter trend? What E-mobilty Laws should change?

    Hey Stef, A few years ago PC (pre Covid), I was lucky enough to travel to Singapore just after the Singapore Grand Prix. We were able to hire E-scooters and amongst other things that you covered on your bike ride, we rode around the GP track before they dismantled it. A few weeks later they banned E-Scooters there because they had a large number of rider deaths, pedestrian deaths and severe pedestrian injuries.
    Whilst the number of deaths are low, the number of severe injuries to riders and also pedestrian crashes is climbing.
    We have 4 major issues: We have those whom cannot judge speed, those whom have no situational awareness, those whom are just stupid / young, and those whom will never give a toss.
    Australian UA-cam channels is littered with E Scooter incidents, people ignoring road rules, and riding where they like. Speed, red lights, near misses - its all there. The retailers are part of the problem, but you dont need a licence to be a dickhead, for many it comes naturally.
    There are major benefits in traffic reduction and subsequent emission reduction.
    I think they should be allowed, but their speed should be limited, helmets compulsory, not allowed on footpaths and a one off registration / licence test (online) to ensure that you learn, understand and agree to follow the rules. Then police the crap out of it to make sure people are doing the right thing and keeping everyone safe.
    I have had 3 close calls with high speed E Scooters - 2 of which were not wearing helmets. All young, full of bravado and attitude, but a 15 metre scrape on an asphalt road whilst wearing shorts and no helmet will sadly adjust that attitude....

      Yup having to do an online test through each state/territory’s own gov agency would in my opinion work a bit. You filter off the idiots and people who are too young. Say 15 as the age. Then also like how the hireable e scooters have a rego number it must be legally enforced to have it as like a sticker on the handle bar in reflecting tape. Again police it like no tomorrow. Obviously having a 3/6 month lead time to give people time to do it would be fair. As would applying speed limits where say in a busy area it might be a little 10kmh zone and if you’re caught doing more than that then you get slapped with a fine

      EVERYTHING you mentioned also applies to cars, motorbikes, and many other things in life..... Yes there needs to be some rules in place - but they need to be reasonable and not having people ride 10km/hr down a bike track were there is not a single person for km's..

      i dont think all of these rules should be inforced, instead, speed limits for followers of the rules, ect On Footpath - 5kmh, No Helmet - 10kmh, Bicycle lane - 25kmh

      They do not cut emissions...buses are more efficient.they do not stop people getting fat..they just allow lazy people who can't organise their lives enough to get a bus to travel at dangerous speeds with no road user experience or test and injure innocent pedestrians...the pavement /sidewalk should be for pedestrians only as it always used to be.😅

    I got a segway ninebot max from jb hifi for 1300 AUD, used it for roughly around 7 months, one fine day at the junction of Queens and La Trobe street a bunch of cops doing traffic light training pulled me over and fined me 900 bucks. I am an international student and it was difficult for me to pay it, I still did that by selling off my ride. Now the government has changed their laws and legalized it. My question to the Victorian State govt is, ARE YOU GONNA GIVE ME BACK THE FINE MONIES I PAID or the money I LOST on my scooter? the answer is NO, as Victorian rules are a shit show! and the dick heads making these dumb rules are MONEY HUNGRY!!! They dont want people scootering to work and not paying for thier tolls and tram tickets to save some bucks in the difficult times after Covid.

    So many people doing the wrong thing on them and leaving them everywhere is a right pain in the ass,
    If they capped them to 20 and get rid of the rentals that would be better

      I'm in the US but here these things just litter the sidewalks and people dart around pedestrians on walkways with them and if anything I'd rather they be much more restricted ( far beyond just limiting their maximum speed )

      That's an issue specific to rental scooters without docks, no sane E scooter rider who spent 1000+ and takes their scooter to work/the shops would do that, they would either bring it inside with them or lock it up outside at a rack

    Hey Stef, Here in Queensland you can ride on the footpath and road, they bought in speed limits for riding in public places and bike paths and walking trails after a few issues with people riding bikes and walkers. now there are fines for speeding on e-scooters.

      All the way through the 90's and early 2000's when I was living in Shepparton, you could go to any smoke shop and buy Bongs, even though weed is illegal.
      I get the feeling it's the same sort of thing. Legal to own, illegal to use.

    I agree with you that they should have the same regulation and rules as bicycles. They shouldn't be on the pavement as too many scooters and bikes are in the UK. I also wish that helmets and high-viz were mandatory too.

    There was a Victorian resident in 2021 who got four fines at the same time when he was riding an e scooter in a bike lane on a road at a reasonable speed. The fines totalled over 4K Australian and one of them was for riding an uninsured road vehicle, one was for riding an unregistered road vehicle while another one was for riding a road vehicle without a licence.

    As an American, I have to chuckle a bit that 40 kph is an unreasonable speed that devices cannot be permitted to travel. I can get going that fast on a regular bike. I mostly ride electric unicycles and can greatly exceed that speed but rarely do. It’s perfectly legal to ride at 40 kph on the street.
    For me, it’s mostly a question of where you are going fast. If you are out on a road without a bike lane, I’d argue it’s safer to be able to go at speeds the cars are going rather than be a rolling roadblock that sets off some impatient driver to do an ill-timed rage pass. You should not go that fast on a congested bike lane or on a mixed use path, but that’s mostly a question of how you are operating, as we’ve already established that regular bicycles can also go too fast.

    I've been riding my Ninebot e-scooters (had an ES4, upgraded to a Max) almost daily on the Gold Coast for the last 3 years, these days I'm lucky to drive once a week (used to be 6-7 days). We have proper laws/coverage to ensure its safe and it's how it should be nation wide...

    Stef, we have exactly the same problem in the UK. Worse, you can rent a scoter and use it on the roads. But if it’s you own, you can’t.

    I wonder if that accident stats show the number of accidents by those which are private owned versus the commercial owned - because I would say most private owners do want to protect their right to ride and would like to do so safely - and would welcome reasonable laws, where the commercial riders are just out for a joy ride on a whim, often with no helmet, sometimes drunk or under the influence, are young and have not even considered the risks or the laws, and haven't taken the time to develop their skills - so of course they are an accident just waiting to happen... The commercial operators have ruined the entire concept by not ensuring the money making venture was done right - but yet they continue and the private operators are banned..

    Yeah. This video did nothing for the stereotype that "Australia is full of criminals." We had a stupid law limiting the size of an electric motor on an ebike. I could not buy an e-bike with an electric motor larger than 500 watts, because they wanted to limit the speeds to 25 KPH. So I had to spend $1000 more to get the 500 watt motor. One I got my ebike, I found I could adjust the top speed very easily on the software. I just wanted the bigger motor for the hills I was riding around!

      Yeah because e bikes are much safer then escooters those e scooters that go 80 with brakes that they have to fit it in a tiny scooter and nothing to support you

      ​@@Oliverperthabandthat's actually not true, it's almost exactly the same danger to the rider as bikes, confirmed by a study over 2 years of over 700k E scooter riders in Europe. Plus they found that the better the cycling/E mobility infrastructure the safer it is to ride a bike/E scooter. Essential what I'm saying is that they are safe, especially privately owned scooters as the drivers have monetary incentives to keep the scooter in good condition! Rental scooters are definitely a lot more dangerous because the users can just pickup a new one if they crash it, plus they have small wheels with no suspension.

      @@Oliverperthaband Ehh? If you buy an escooter half the price of an ebike it will have disk brakes and electronic brakes, in addition to being much lighter. Also this: E-scooters are five times safer than bikes, according to new study - micromobilitybiz

    Australian laws, got to love them. Hopefully they will change and you can ride without the fear of being fined $909! This e-scooter craze reminds me of the Segway popularity, back in the day, and the tragic story of Jimi Heselden.

    What a stupid law....one Australian state allows e-scooters but the neighbouring state does not. Terrible to think that these same politicians are running countries and are responsible for major decisions.

    6:34 i would actually be fine with people using these high powered scooters if they are limited to 45km/h and the person has a drivers license and the scooter has decent brakes. :)

    Law too slow to catch up, I've no issue with getting a bike license for the faster ones. Anything under 25kph should be the same as cycle bikes. But, hey, that's my opinion. A few incidents, but transport, no matter what version, can kill. Great tech, I've no issue with insurance etc. Especially when scooting at 30kph and over.

    Why is it that i can ride my "250W" Electric Bicycle in NSW and VIC, as long as it's limited to 25KM/H, but i cannot use an Electric Scooter or a OneWheel. Why wouldn't they come under the same laws.

    I live in Qld where e- scooters in public are legal and have watched the laws evolve to what appears now be a sensible level to give flexible but safe use if they are followed. We have an e-scooter but my preference is to commute the 7km to the city by bike. I see a lot of scooters in use for commuting. I have a friend who works in emergency for a major hospital and sadly it appears that the scooter users are over represented in accident admissions. Hopefully over time education will guide people to more appropriate e scooter use. I see a lot of dangerous use. At the end of journey facilities in my building, there’s a guy who parks is very powerful looking scooter there and he told me he can get his up to 90 km/h. Given the inherent instability that is just crazy. But I agree, we need consistent laws across the country that are sensible and provide flexibility so that these scooters can be used for commuters and transport for short journeys in place of cars just like bikes and e- bikes

      90 is crazy. I think 25 is an acceptable speed limit for public use. Is fast enough to be fun but not out of control.

    I do wish there was some sort of regulation for e-scooters…the scary thing is that people zoom around on these on the footpaths, sometimes almost crashing into people. We had one guy in my old office block who used to ride it into the elevator and then out at speed…he almost knocked my co-worker over. The scariest thing I’ve seen is a guy riding an e-scooter on a major road…the cars on that road are going 70kph…it was an accident waiting to happen…

      People like that ruin this for everyone. I use an electric skateboard to commute, and I NEVER go more than 10mph on the sidewalk when there's people around. If I wanna go faster, I'll get on the street where it's legal in streets that are below 35mph speed limit.
      Lots of people in this area use personal scooters to get to work and are generally respectful of other pedestrians, and ride-sharing scooter/bikes are banned so we don't have the littering problem.
      Cops should totally be able to ticket you for riding recklessly on a bike, scooter, or skateboard. It's on you if you wanna put yourself in danger, don't drag anyone down with you.
      Hitting someone at 15+mph can seriously injure them.

    It's just the new technology that makes people wary at first. For instance: you'ld be surprised to learn that in the Netherlands - biking country par excellence - these things were totally banned until recently too even though the non-motorised kick-scooters have been around (and allowed) for decades. Only now do you see a slow movement to allow them under strict circumstances and prerequisites. And only for brands with an offical seal of approval.
    Give it some time and it may sort itself out.

      Can I ride a motorised wheeled recreational device on a road, footpath or bike track? No. These devices cannot be used on roads or road related areas such as foot paths, bike/pedestrian tracks, or vehicle parking areas under South Australian legislation.

    In Perth, we can ride a scooter in a bike lane as long as speed limit is not over 50kph. Yet you can pedal on 70kph road bike lane. Now that is stupid.
    On sidewalks, we are limited to 10 kph .
    I ride an unlocked Kaabo skywalker about 2 years old. If anyone is wondering, the pin is 1500 .was different on the earlier version. I also ride a Black Hawke dual hub rated at 3000 watt..
    I do my best to keep within the law but with so many rules it's easy to make a mistake.

    Seems like people using the rental Neuron and Beam scooters here in Tasmania use them after work hours to get home cheaper than an Uber or Taxi ride. Rare to see them used during the day and the privately owned ones seem to be on the Bike track here in Hobart. The rental Scooters are predominately left in an inconvenient place and that would be solved if there was a forced regulation to take a photo of where it was parked. When I look at a badly parked scooter, load the app for the respective company there is rarely a picture taken. Anyway, eScooters look like a good solution to transportation but there are lots of teething issues with the way people use them.

    Here in New Zealand we have nationwide exception to scooters and bikes to be able to be ridden on the road. Yah! Unfortunately I have an electric skateboard. And they aren't not included in the exception in the law.. So technically, I can't ride on a 'road' and the definition of road includes footpaths. Saying that after 5 years of occasional riding, I've never been stopped by a cop or fined. Essentially if your vehicle doesn't conform to the car warrant of fitness standard, or doesn't have an exception, it's not allowed. So if I could figure out how to put seat belts on the skateboard I might be one step closer to being legal...

    Same goes for sydney. Dumb laws because it doesn't have pedals. I tell you what, I'll build an electric mini-copter. It'll have pedals (to control the tail roor) and everyone is breaking the law riding e-scooters around the plae, so I can't see why I can't do the same flying my 30kW electric mini helicopter to the pub and back (assuming I'd stuch to soft drinks!). I'll be honest, I've riddent my e-scooter to the pub but there is no way I'm getting on that thing after a beer or 3 to go home - more than happy to push it home. I'm not sure what I'd do with the mini-copter!

    I was very close to buying my own e-scooter until I found this video, they sell them all over Sydney even in large retailers like JB-HIFI, BIGW, Kmart and loads of smaller dedicated businesses based solely around e-scooters, and with all the scooters you can rent within the city not once did I think it was out right illegal to ride a privately owned one I public.

      From the 5'th of April onwards e-scooters are legal in Victoria. They have to have a maximum top speed of 25kph and the speed limit is 20kph. Other then that thet are regulated in the same way as bikes.

    As a cyclist, walker, runner, I hate the things. I’ve never seen them ridden in a sensible or safe way here (QLD) and mostly by people who are off their chops or kids who’ve had them derestricted. Was driving though road works at 55kmh and got overtaken by a kid on the footpath.

      That’s sad to hear cejay. For the most part I’ve seen them ridden in the same way as bicycles here in Melbourne. There’s obviously the small minority who flaunt the freedom they have, but I’ve seen that with cyclists as well. Wherever pedestrians and bikes/scooters share a path though I think some speed limitation is a good thing.

      @@stef747 I hate to be such a downer on them. The problem here is that they were illegal and unregulated before they were legal and regulated. That means there are so many out there that are de-restricted. They seem to attract a certain type of person who wants to zip around at 20kmh+ with zero effort and without a care for other users of the shared infrastructure (that we used to call footpaths, how quaint!). You’re out walking your dogs and two kids come past at 20+ and without a care in the world, nor any understanding of the impact that a bag of flesh and bone crashing into an unsuspecting person would have, let alone their dogs. The problem is that shared infrastructure cannot sustain such disparities of speed.

      Just came here to say I absolutely loathe and despise these things too and they're a poster child for everything wrong with institutional capital and venture backed « companies » distorting markets and imposing a scourge upon us all with a « business » with fundamentally negative unit economics that simply can not function profitably and should not exist in the first place
      I never see them anywhere but the sidewalks here and the fact that they all have stickers telling people not to ride them on sidewalks is just offensive and encourages everyone to be lawless

      @@smenor I agree with what you're saying, we had them in Miami for awhile before we banned them and it was AWFUL.
      Personal EV's I support though. Lots of people use them to get to work in my area and are pretty respectful of other pedestrians. We don't have much regulation with respect to personal EV's (same laws as bikes pretty much)
      And it works, mostly because of unspecified social reasons. It seems like escooter/eskateboard riders in Australia like to wild out on the sidewalk which would DEFINITELY not fly here. A cop will pull you over, or someone is gonna try to fight you.

    Had bicycles been invented in current times, they most likely would have been banned by all the sooks also... Along with planes, cars, motorbikes, and anything else were (are) also involved in accidents and deaths... Also - why are commercial operators making money allowed but not private - hmmmm maybe it has to do with MONEY... Yes there are some risks with scooters, and some people are just idiots who do dumb things - but the same applies with bikes, cars, motor bikes, and many other things...

    I see them everywhere for hire in Adelaide so how can that be allowed if we are not supposed to be riding them? 1 rule for e scooter hire companies and 1 for everyone else.

    I’m spending way too much money on subscriptions right now when I wish I could just buy one and ride it to and from work.. the goal is to burn LESS petrol, wasn’t it??😅 I think they should become legal with the same requirements as bikes. And the speed limit at 30 would honestly be safer imo..

    As a wheelchair user the thing that pisses me off with those rented e-scooters is the arseholes that purposefully leave them so they block footpaths and access ramps. I've had to try moving one myself so I could get off the road while a bunch of impatient car drivers tooted their horns.

    Same as bikes you should pay small a rego fee (maybe $50) and have a license plate attached to the scooter or bike. That way if someone is a knob they can be fined.
    Victoria is such a backwards place that it will probably never be legal. $909 is such a joke.

    I live near the city in Brisbane, and I love e scooters. I can just walk out of my house and I usually find a rental scooter pretty quick. I just bought one to get around on more regular coz they are so much fun to ride. I don't see how e bikes are ok but scooters not. I actually feel saver riding a scooter over a bike in a built up area.

    i have a feeling that if they were made legal everyone would realise how little bike infrastructure we have and the demand for them would probably increase and they don't what to spend money on fixing roads for bikes and E-scooters right now they get the benefits of Escooters with no responsibility

    I think they should ban hire e scooters in some areas and only allow personal e scooters. People ride much safer and know how to ride properly on there own scooter and care for it.
    People get injured because they are stupid or don’t know how to use it properly

    In VIC and NSW I'd say the toll road operators don't want people scooting to work not paying their tolls. In SA and NT where there are no toll roads, maybe it's the city councils who don't want to miss out on parking fees? Or maybe SA and NT just aren't as progressive as WA ;)

    Realistically, if you own an eScooter, you are likely to be better skilled than the average person that grabs one of the hire scooters available on the street corner (available at least here in Adelaide council area). So, as an owner, you are unfairly penalised. But as a idiot punter on the street, you can legally ride the hire eScooter to your hearts content with no real consequences

    I own an electric bike. I always have 'assistance' set to maximum, so when I'm 'pedalling' it is just for show. I am not putting any effort into the forward motion. This requirement of having pedals to make personal transportation 'legal' is ridiculous. Being able to pull a scooter out of your car boot or carrying one on the train would revolutionise everyday life. Maybe restrict the top speeds to improve safety. Have insurance?. Just my two cents.

    Aussies (like most western societies) need to get out of the mindset that you're either inside a big metal box on a road or a pedestrian on a footpath. Our historically crummy infrastructure for cycling and alternative transport has helped perpetuate this idea of those two methods being the only valid ways of traveling. We've so few cyclists on roads that pedestrians and motorists still can't figure out how to react to them appropriately yet alone adding escooters into the mix. Cycling infrastructure has definitely seen big improvements over the last decade but there's still more to be done to further deconflict mobility users with motorist and pedestrians.
    Also there just needs to be a more foundational/cultural change to bring it the rest of the way. On my ebike or scooter Motorists just do not give way, even on a cycle lane people turning into a side-street will just do it right in front of me, they just aren't aware or just don't care. And on dedicated paths I've had groups walking along taking up the entire path eyeball me in disgust when I ring my bell to alert them I'm approaching behind them. And another case someone coming towards me literally walked into my front wheel despite me having slowed to a complete stop because they were glued to my phone, ye went ahead and accuses me of being dangerous and careless. Ebikes and Escooters present the only real viable solution to our traffic congestion, alongside good public transit connections. But this tip-toe hyper risk-adverse approach the govt is taking only kicks this can down the road and only spurs further animosity between cycle/scooter users and everyone else.

    Frankly speaking, the less irresponsible e-something riders on the streets of Melbourne, the better.
    I stopped riding the bike and bought an exercise bike because there are too many pedestrians with kids on the shared paths in the park nearby and it is also not comfortable to share road with cars. I see sometimes people on e-boards or e-bikes on those paths riding with considerable speed and I don't feel it being safe. Their speed doesn't allow reaction time on sudden move from the child or dog.
    If we could guarantee that e-scooter riders would choose reasonable speed and would think about others, I would not mind having them on streets, but we can't. I would not even mind against them if they would crash without killing or injuring others, but we cannot guarantee that either.

I have a bike and have a scooter, and a car - and when I am out on the streets on either one, it is the cars I most fear as they are being driven by some HOPELESS drivers, and by many IDIOTS who shouldn't be allowed to make their own cereal let alone drive a car...

    THIS is why everyone's selling these, saying they used it during covid and haven't used it since. Most people couldn't drive past 5kms of their home. Oops, guess what? People bought e-scooters to get around and have some fun at least, our bad. The car and oil lobbyists did not like this new revelation you can drive 40kms on these things, and you can get to work or whatever. I was wondering why everyone wasn't riding these everywhere. I have arthritis in my spine, and no car. Literally I was about to press buy on one of these Segways. Checking the laws to make sure before I did, I couldn't believe what I was reading, I had to check if they aren't actually joking. We're run by people who are such pussies, swear to god man.

    6:50 Woa stop right there friend! Do not excuse scooters (or ebikes) as a necessary evil to reduce car use. Don’t be an apologist ok! We want the FREDOM to ride BECAUSE WE LIKE IT. The moment you make it a condition of not driving cars or saving the rock we live on…you provide the reason to ban their use under all other circumstances. Own a car or motor bike? Can’t own a e-scooter!!! Want to go down town…not by car then, only non-ICE allowed. See….once you try to appease the scooter haters with a attitude of “I’m only riding for reason X” they will oppose every usage not compliant to that reason. So be honest an open….if you are not harming anyone else, then they need to keep their noses out of your business..that includes government, which is supposed to to be working FOR the people.

    If you do buy a scooter, wherever you are, please, please, please buy ones from reputable manufacturers with warrantee service and support in your own country. There is a swath of battery fires in e-scooters from low quality batteries and chargers. Never charge these indoors. Especially if you bought the cheapest one you could find on Amazon or eBay. People have lost their entire home and in some cases their life from a battery fire leading to a house fire. Quality batteries are NOT and issue like those found in EV's and quality lithium battery products. When it comes to Lithium or similar batteries and their chargers, cheap becomes very dangerous.

    Maybe I'm just biased because almost all of the e-scooters I see are from those awful Lime type companies and maybe if they had rules and people followed them I wouldn't mind so much, but I'm personally fine with them being banned outright and certainly at least having high fines for riding them on the sidewalks
