It's a true Just Frame if you do it after Ultimate punches. If done immediately, it's a 3 frame window IIRC.

The real new one is that you can just hold punch button(s) instead of a hopeful rapid mash to break a chain throw.
So rather have both errors of guessing wrong and missing the timing window to break the chain throw, you now only have guessing wrong. Should've been like this imo from the start.
