@@crimsonlycaondc143c6 No haon is spot on. This is the exact reason. Its why Forces and Sonic Speed Sim use different music as well. This is entirely about not paying royalties. They only pay to use the DTC versions for "big" releases or 1:1 rereleases. See Gens, Mania, and Origins.
I may be in the minority here but I actually really liked this track in Sonic Forces and love this remake even more! Of course the OG Chemical Plant will always be the best but I like that they're not just leaning on that for every version

Wow, for a Sonic Forces remix of a Classic Sonic stage, this isn't bad at all! I'm glad they're taking something that was not super great and made something new and fresh out of it.
Why the Forces version? W haven’t had a Sonic 1 or Sonic 2 remix since Mania! And when Mania had them, they weren’t on the digital soundtrack! Is Masato Nakamura so stingy with his music that nobody, not even SEGA themselves can use it? That would be like if Koji Kondo wouldn’t let Nintendo use the Mario theses from the NES era in modern games! This is ridiculous!
This really shows that Forces' Classic stage music weren't bad conceptually. They just needed better instrumentation.

I'm pretty sure this is just about variety. People would be whining about the theme if it was the original chemical plant
