DF are the number of observations in a sample that are free to vary while estimating statistical parameters. For predicting equation with p total params(sloped+non-sloped), we need to simultaneously solve p equations(matrix alg). The remaining n-p (sample size=n) observations can take on values that are not restricted by the parameters that we estimate. Hence, the degree of freedom is n-p.
If the explanatory power of the newly introduced variable exceeds the effect of reduced DF, then the adjusted R^2 increases. Meanwhile, the R^2 doesn't consider the reduction in the df and hence never decreases with the addition of another variable.
