I can't find meringue powder in my country either but egg whites work just at fine. for half a kg of powdered sugar, you can use 1/2 egg white. or just play around until you find what works for you

I can't get meringue power either but I think you could just make a meringue and add icing sugar/powdered sugar and a bit of water if needed

Meringue powder is just a substitute for egg whites. You can use pasturized egg whites instead, but you may need to use less water in the recipe.
