I'd guess that since this is a halftime thing, the camera operators and their director are in constant communication through the first half of the game trying to find people of a common theme, or pointing out people who look like famous people or characters. They put together a shortlist, and decide which ones to go with for the actual event

They probably do this ahead of time, and once the segment starts, they know who to zoom in on
