This was great! I'd like to add for anyone tearing their hair out: if you want to apply this blur effect to MULTIPLE masks in your layer, finish doing all your masks, select all your masks, and then apply your blur effect and it will apply to them all.

Finally a good tutorial for noobs like me who don't know squat about after effects lol. Tried a different one before this and he left out so many details and was pressing shortcut keys without saying what he was pressing. I was able to use this to track a license plate WAY better than I can do in premiere and way freaking faster!
