There are areas across the U.S. that have little to no success in drilling water wells,so they have to haul water. To help this situation, they resort to catching rain runoff water to use whenever possible.

Have you considered a gutter system on your buildings to catch water in tanks to use for garden, chickens and cattle?

depending on local law, that might be a violation of downstream water rights

That is true but I think it varies from state to state. Yes, it would be wise to check that first.
