For example, Fischl eternally stands by her fantasy views, Razor believes he is wolf and is unwavering, Beidou chases the goal of killing a sea monster from the age of 9 etc. these represent her will of eternity and so she rewards them with an electro vision. Basically, its like going 'ah yes you believe in eternity here is a gift'. the other theory could be she sees the lives of the electro visions as holding up to eternity so beidou will be remembered for killing haishan, razor will become like folk legend in mondstadt and keqing will be written into the history books as the woman who led change in liyue. its interesting stuff and becomes even more confusing/interesting when you think about why Baal suddenly stopped believing in this. Maybe she no longer thinks humans can be eternal? or maybe she believes visions threaten her own eternity realising that vision users could ascend and take her place as a god.
