according to wildlife.ca.gov/Conservation/Marine/MPAs , only a portion of the mavericks beach area is an mpa. That means the non-mpa part is fishable, right? And you're saying they were fishing/foraging inside the mpa area?

the ocean is 1.5x the size of land. i dont think its possible to vacuum clean the sea shore as private parties. they do replenish over time.

You can easily grab those urchin with bare hands, these arnt that sharp, just dont squeeze, lol
They like to cram themselves into those holes. You need a flathead or thin tool to get behind and loosen them out.
