When you trace your object, you can check "ignore white" in the image tracing window and that will keep you having to manually remove the white vec from your work.

If not in Illustrator, is there any other software capable?

In photoshop you can use circles and lines, but it isn't vectorial so you'll have to import it to Illustrator and trace it there.

i use the blend tool for that. If you draw a thick line and a slim line and use the blend tool on them, is going to create the effect you are looking for.

You know, a simple shortcut application that allows the option to change the colors of halftones would help illustrators avoid this complicated nonsense altogether.

I had the same issue at first. It seems that ticking the "Advanced" option in the image trace window and adjusting the following settings corrects this. Threshold: 128 Paths: ~85% Corners: 100% Noise: 1 Method: Abutting (the left option of the two)
