During my time as a USPTO examiner, I never had to rely on the prior art submitted by applicants. We have to perform our own complete search anyway, and it always turned up more relevant prior art teachings for me. I suppose I was determined to find a rejection in the prior art no matter what applicant thought was most similar. I know some law firms do not do searches before filing since the examiner will do their own search. This video shows good reasons to do the search though.
