In the video I clearly said there are frequently asked questions where they say they can offer the scholarship to people out of Korea and I even talked and showed the faq plus importance of Korean language. Did you see that part?
You can apply out of Korea but you must make sure you already have your admission letter. It's just a scholarship it's your job to find a school before looking for this scholarship I also said so. Read every information on the website even FAQ.
Yeah, I always tell people to look even further than just Korea. I know a lot of people who made it to korea and then abandon their education because they didn't like it there. Other countries are offering better options.

First rule to succeed in any scholarship watch the video or read all scholarship documents. I said in the video you must already have admission letter or are already in a university in Korea, there's no specific major plus many other things. You didn't watch to the end or if you did you didn't understand well what I was saying probably.
