If we had no ability to change the system because of membership of the EU, how did Tony Blair do when he was PM?

He also suggested Civil Servants need to be in the office and left passive aggressive notes on people's desks while also being pictured sprawled across the front benches of parliament, not to mention the fact that he doesn't work on a Friday yet, as a parliamentarian, is paid his wage by the taxpayer like Civil Servants.
