I'm 13 years late but i hope the info is useful to those who read me. The girl who says the title of the album is Kate Radley. Radley was Jason Pierce's girlfriend, they broke up in middle of the album's recording and she ended up marrying the frontman of The Verve. Many tracks in the album are inspired by these events such as the self titled track, Cool Waves, and Broken Heart though Jason says those were written before they broke up.

How would could they broke up in the middle of the album's recording when she was already married with Ashcroft in the same year when when Spiritualized began to record the album? Also she probably was engaged at least for several months with Ashcroft so Pierce and Kate broke up before they started to record the album. Or she cheated on Pierce and didn't break up with Pierce until she married Ashcroft.
I buy all their brilliant records and see them every time they play and they still blow my mind they are ONE OF THE BEST,
