Hard to disagree with you. We can't cut West Devon/Cornwall from rail services every time there is a bad storm (and there are going to be many more bad storms)
The best option but would come at a significant challenge given the A38 and A30 have taken over parts of the trackbed. A Sainsburys is also build right in the way of the line along with housing.

Certainly the best option for a Dawlish relief line obviously being rebuilt to mainline rather than branchline standard
