Click on the Classifications tab and check "Upgrades" and OK. Next go to "Client Settings" in Administration. Find your policy settings and right-click on it and select Properties. Click on Software Updates and set "Specify thread priority for feature updates" to Normal. Change "Enable Dynamic Update for feature updates" to Yes. Then go Software Library and hit the Synchronize Software Updates button on the upper left. My server took about 3 hours before "All Windows Features Updates" started to populate.
