@@baneofbanesI hate break it to you but, there's an underground river I believe in France where you can hang objects over the river and within a few months it becomes petrified. It's due to the incredibly high amounts of minerals in the water and air. Personally I wouldn't consider that a real piece of petrification but it's the same process.

It is a national park owned by the federal government.
If I'm not mistaken ALL land in the US belongs to someone. The key is knowing what land you can collect from and how much. (Lots of BLM land in az that has crystals and other things you can collect)
Taking or damaging any part of the Petrified Forest has a minimum $325 fine.
The national park is there for everyone to enjoy, if you want your own pieces of petrified wood you can buy them pretty much anywhere in Holbrook (and it's gonna cost you at least $325 if you take even a tiny piece so you may as well spend that on something special) and if you don't want to buy them there are other places in AZ you can find them.
The national park is meant to preserve the beauty for everyone.
