I'll do you one better. It could also be hinting at the fact that mass consumerism is damaging the environment in an unrepairable way. The way the lyrics mention the sea being radioactive and silent. That could be about the pollution in the ocean destroying the ecosystem to the point where it's killing the living creatures within it, and possibly us very soon.

For some reason this song reminds me of my childhood (along with the entire plastic beach album). I have pretty much no memory of hearing this song or any other pb songs when i was younger (i was 5 with this album came out) but for some reason they just give me a very nostalgic feeling and it makes me happy 😊

But the reason why verse 2 is repeated twice (once again after the chorus) is to mimic the trope of what this video is parodying - television advertisements.
Advertisers will often repeat their messaging, albeit slightly different than the first, as frequency of a message will increase retention of the information and emotions being communicated. Similarly, this is why companies will use the same slogan, audio chime and visual branding for as long as it's deemed effective, until the cycle begins again with a change and newer ideas.
