What's the wrench on the steering wheel for ?

Jackie Stewart had a crash in spa in the 60s in F1 and in the crash his feet got caught under the bent steering wheel and he was stuck in the car. The fuel tank also ruptured so he was basically soaked in fuel without being able to get out. Had he had a wrench he could have opened the bolts and got out. I think later on he raced with a wrench taped on his steering wheel so he could get out were a similar thing to happen again.
I think the wrench is there in this car for the same reason. Or for historical reasons, maybe it was like that when it was raced. Either way I'd rather get a ratcheting wrench if I was to tape a wrench on my steering wheel for that purpose. I'd imagine the owner wants to keep the car period accurate so a steering quick release is out of question.
