the song is so bubbly but the lyrics seems so dark. I definitely think it’s about a stalker/killer and it’s victim.

the said person is dead (which means they’ll never age, as if frozen)

Stalker is talking about the police that are investigating and coming in to the victims home.

talking about how the neighbors suspected something so called the police.

It seems like he’s talking to himself to the victims body, saying what he thinks about the relationship in a delusion that this is what they both wanted.
The reason this song is so happy and bubbly (even with the morbid lyrics) is because it’s in the perspective of the stalker. they believe that this is what’s best, and doing what makes them happy.
(another thing, as song cuts to pure beats you can hear guns shots. I assume the stalker shot the victim)

I definitely get murderer vibes from this. Someone delusional is talking to the person they've killed. They changed their name, likely because they've stalking them for some time. They were obsessed with this person, moved in next door and ended up killing them, most likely when they found out that they were their stalker."I went up the hill where you're frozen" people often say that when someone dies, they're frozen in time, not aging and in the stalker's mind, staying perfect. The force is the police and its possible that the stalker went to visit the body when the police came poking around to inform their victim of what was going on. "your neighbor came back to save ya" referrs to how the stalker thinks their target needs saving, whether it's from the world or something else, which can be super common with an obsessive mentality. The subject of their affection needs to be guarded and "all they're doing is protecting them" Then the chorus "those times we had I felt you I want it back" is possibly referring to sex they had either pre or post mortim (possibly non consensual either way) and during the music breakdown after that, I almost envision the stalker jumping to their death and falling the whole time. Just my interpretation but it's really cool to think that's what it could all mean.

That "feeling" you get when the beat drops, creating the miniature goosebumps to pulse throughout your body as your yes widen with amazement as you mouth out a sudden "Whoa!." The feeling of pure bliss and nirvana that you have felt once before has just been ampilified to 100 as you suddenly go on a journey through your mind, body and soul. Good god that piano and xylophone are absolutely ascended.
His voice in this instance is an amazing compliment as well, I would not mind an entire song that sounded like this.

The lyrics kinda feel like they're talking about some serial killer.

It sounds more like the singer is the psycho.
"I even changed my name this time" implies that they've changed their name quite casually due to a significant event, like a murder if we're taking the serial killer approach. I imagine the rest of their narration like a letter to their lover, whom they shot (probably for a petty reason since they come to regret it later on). Their neighbor heard the gunshots and came to help them but the narrator shot them too. Then, the narrator staked out their house as "the force" (police) came to inspect their home. They write this letter as they watch the police investigate the scene and drive the bodies to the morgue to be frozen for an autopsy, hence "I followed you up the hill where you're frozen".
The chorus is pretty vague, but I imagine it as the narrator expressing their regret for their actions. "I felt you, I want it back," could create the image of the narrator picking up a photo or memento of their lover as they regret their actions. Heck, they could be writing this letter as a coping mechanism by pouring out their misdeeds in hopes of their lover reading it in the afterlife and forgiving them.
