Birds are not mature enough. Also may be lack of calcium deficiency. Adults pair generally lay 4 eggs min.

I have a pair that have laid 10 eggs all not fertile they try very hard and remain seating but nothing in the egg
If the pair laid 10 eggs then they both are must be females that's why both female laid eggs and absolutely without male eggs are unfertile

Then they must be in colony or 4/5 pair cage. May be it is possible that one of the male from the cage or colony was mate with females
