Nigeria is not really a federation, despite the name. In reality, the Nigerian Constitution makes the states inferior to the Federal. For instance, unlike in America and Australia, there is an automatic right to appeal to the Federal Court of Appeal in Nigeria. In America the Federal Court Circuits are totally independent of the States. America also have State Police, Nigeria does not. In America, property and land right issues are state governed but in Nigeria, Land Law is regulated by the Federal Constitution. In America, residual issues of the Constitution belong to the States, in Nigeria, they belong to the Federal. Nigeria is really more similar to UK in administration that America and UK is a unitary country. County /District courts report to the Supreme Court. In Nigeria, parties are elected not individuals. For instance if your party wins a Governorship Position or Senatorial position, they can change the candidate. The name Federation is a misnomer
