Being Smart about Smart Quotes

Quotation marks and apostrophes should not be used to denote feet and inches.
The foot symbol (aka the prime) can be obtained in Word by holding down the alt key while typing 8242 on the number pad.
For the inch symbol (double prime), it's alt+8243
If we're producing a document solely for print, of course, we can use any symbol which looks right, but for accessibility purposes, we should always strive to use the correct symbol in electronic documents so that screen-readers can parse them correctly.
