    Would you have to assume this circuit is AC so you have a sine wave and exponential function in series?

      No, the system transfer function, H(s), characterises the response of the system for all values of s=sigma + i omega in the region of convergence (... where omega is the radial frequency). When you set omega=0 it tells you what the response is for DC inputs.
