Even if they cost 20 pounds a piece, which I doubt they do it is cheaper to build a turbine or invest in harvesting electricity from other sources.

there are also companies trying to make solar roads and pavements, why not combine the two into a single unit?

Can this not be upgraded to convert from vehicles, say entering/leaving car parks as a starting point? What about railway lines?
