  • In his Policy Address last October, Chief Executive John Lee vowed to pass Article 23 of Hong Kong’s Basic Law in 2024. This past January, the HKSAR government announced a four-week public consultation period for the bill, which enables the city to enact laws prohibiting seven offences - including treason, espionage, and theft of state secrets.
The government has said that Article 23 will “plug the gaps” which aren’t covered by Beijing’s National Security Law that was imposed on Hong Kong in June of 2020. Public reactions across various sectors to the new plans for Article 23 have urged the government to clarify terms like “national security” and “state secrets”, and to lengthen the public consultation period.
Join the FCC as we sit down with leading experts from Hong Kong’s governmental, business, journalism, and legal sectors to discuss Article 23 and how the proposed legislation will impact the city. Q&A moderated by FCC President Lee Williamson.

The newly enacted should tone down the fake news and rethoric that have been confusing Hongkongers for decades.
