If you would notice, all international airports are stationed in major metropolitan centers such as in Manila, Cebu, Davao and soon to be at CDO (Laguindingan) because of economic factors such as population and local economy. So it would be unrealistic for Don Carlos to become an international airport. Not all domestic airports that were build nationwide can become an international airport, it has to pass the required criteria of global standards in order to be accredited as an international airport.

This what I meant by international standards.
