No lucky kids not until the weather settles down. Right now with the wind speeds and cold, the depth of the drifts and snow makes it incredibly dangerous to be out in. I had three feet of snow in front of my door, earlier today. With drifts, I had to clear snow up to four feet. The street I live on, had one quick, passing by the plow, and there was close to twelve feet from the sidewalk to where the plow cleared the snow. That was an extra twelve feet of snow clearing, with snow roughly, three feet deep. Loads of work, I tell you. Though it was mild and clear by noontime and perfect weather for this type of thing. It's nearly, 10:00 p.m. now, as I type this, the day after, and our street is still, not cleared beyond this point.
We have had at least, three significant snow storms since Christmas, back to back, pretty much, and we are really, running out of places to put it now. I'm having that problem myself.
Well, we don't have rail to worry about, but somehow, we manage to keep everything else, running, pretty well.
Brits have been a hardy bunch in the past, so I'm unsure of why you are unable to get on top of these types of things better, now.

Maple Leaf white-outs are nothing to fool around with. We were once caught in a white-out with 2 families travelling by horse drawn covered sleigh. The horses got off trail and the men had to locate the trail and then walk beside the horses the rest of the way till we got to shelter. We were very lucky to survive. The wind chill in a white-out makes them extremely dangerous. Only a fool takes unnecessary chances in such extreme weather. The scenes they are showing are in town where buildings interrupt the wind flow, conditions will be far worse in the open and on the highways.

We're it's hot, it's much hotter and in a greater area of the world. But in areas that get cold will get more severe cold too but smaller and smaller areas are covered by those. The circulation broke and so heat can build up more causing more stalling and more extremes. These shown here are local not global. Globe can still be hotter in average.
