The black hole will have the same mass and gravity. It will attract and capture the same material as the moon, except that because it is smaller, some of this stuff will miss and disappear again into space.. the black hole would grow more slowly than the actual moon.
I was going to say the something along the same lines, then realized there would be another variable. Large impacts on the moon's surface have the potential to eject matter into space, lowering the total mass of the moon and the asteroid that hit. No mass would be ejected from a black hole.
If the moon instanyly turned to a black hole, Mother Earth would be ripped to shreds and devoured within seconds. . . Follkwed by the rest of our solar system
