Are cars banned?
A huge part of the city center is pedestrianized, on busy times even bikes are not allowed.
Other areas around the center cars are allowed but through traffic is discouraged. That's why you see so few cars.
By the way, dropping off and picking up goods by car is allowed in the morning for businesses owners and residents in the pedestrianized area.
And emergency vehicles are always allowed there.
