The reason why these segments were added to "Animaniacs", "Pinky and the Brain", "Histeria", etc was because of the Telecommunications Act of 1996, where if a network needed to show atleast 3 hours of educational programing a week in order to continue showing cartoons.
That would be one hell of a feat, considering the episode was made and aired in *1995*. The Brain's comment is actually a reference to the apocryphal story of an old radio or TV host blurting out at the end of his show (when he thought the mic was off), "That ought to hold the little bastards!"

I m studying to become a clinical neuropsychologist and *I cant stress this enough* we cant study the human mind and behavior ignoring the brain functions/disfunctions or the biological factors.
To anyone who's curious, the brainstem is considered the most important part of the brain due to the fact it controls the flow of messages between the brain and the rest of the body, and it also controls basic body functions such as breathing, swallowing, heart rate, blood pressure, consciousness, and whether one is awake or sleepy.

He left out a ton of parts of the brain. Basal ganglia, thalamus, the many ventricles, midbrain, substantia nigra... I could name several dozen more. It just depends on how detailed you want to get.
