Something has to change. I'm in clearwater and my water heater went out over 3 weeks ago. Plus it's leaking in our back room. I've called and text to no avail. They kept responding they'll be out then didn't show up. Now they're not even returning my calls or texts. We shouldn't have to live in this or in fear of eviction!
In Florida and throughout the South the issues are the same with landlords taking advantage of their tenants. I tell people to get an assessment done by a licensed mold assessor/remediator and know where their problems could be and even get the air tested and a swab of the return and supply vent or even inside the air handler to see what is growing inside your ducts and what you and your family will be breathing. An assessment could be done for less than $250.00 and the assessment is limited because of the cost, but the testing and inspection are not.
Those vents are moldy, so despite them getting a new unit, they're all being exposed to that mold. This can cause health problems, and quite frankly, she'd have a case against the landlord because of just that, but yes, Florida law is criminal in that there is no provision for tenants but their should be.

In Florida there is no such thing as tenants rights. It is what it is and we as tenants will have to live with it. No program, no code enforcement, and no housing court will favor a tenant. shame on you for making the landlord a bad guy. there are a lot of factors. was she maintaining the a/c filter appropriately? what is the thermostat set on? has the unit frozen because the thermostat was set so low? it is difficult to get vendors who have enough help. parts could be hard to come by. the landlord has a certain number of days, by law, to show that action is being taken to remedy the situation. check the county rules because, in most cases, you cannot withhold rent unless you put the money in an account with the county clerk when rent is due. you can't just say you aren't paying rent for "x number" of days because of "y reason". this wasn't news because news reports information without bias. where is the information on the other side of the coin? how was the landlord trying to meet her needs? (who puts a child to bed under a plush blanket if the heat is unbearable?) do your due diligence.
