When a structure is moving that much under a load, it tells me that an insufficient factor of safety (FoS) was allotted for in the load calculations. When there is that much movement, it means you are creeping near the structural system's allowable yield stress and deformity is likely occurring. All it takes is a few key connections in the steel truss system to experience a vertical shear failure and down she goes. Based on history and numerous case studies, I'm quite certain that engineers in the 1920's did not factor in the kind of crowd movement that would be occurring 100 years down the road at modern concert events into their calculations.
In 4yrs or so, this Theater turns 100. 100!!! Guess how many times that balcony has been rebuilt? Reinforced? Inspected you say? HA!! I laugh on your lapel!!!!
