I use 2 methods for raiding scav base:
1: have tier 4 ricochet perk and a gun that can 1 shot.
Go to the first keycard door or the library where the ricochet perk can work and press q.
2: raid the scav base when enemies starts appearing at storm after the laser defenses die out. You will need 2 adv. Medkits, 1 combat syrum and failed anti.
Here is a guide how to do the 2nd method
Step 1:Open the scav door and let the storm come
Step 2:Wait for the laser defenses to be deactivated
Step 3:Use the combat syrum and failed anti
Step 4:Run to the scav base
Step 5:Raid the scav base
Optional:Use the adv medkits if you are getting below 60hp
Step 6:Get the stuffs you need from the scav base
Step 7:Go back to base.
This can be done lots of times if you are lucky on getting combat syrums and failed antis

I usally bring: Remington (or db), kalash (or ar15) scav rifle (or balista) A combat syrum, splint, crowbar, a keycard, and sometimes an adv medkit (I use extra pockets tier 4)
