I feel this song helps to represent Eugen as an enigma, mysterious and unsolvable. It's difficult if not almost impossible to figure out what she's really thinking.

In game, only carriers and battleships can serve as flagships, however it is common for cruisers to serve as flagships since the former are too few and too precious to be gambled contesting a large area of operations. The Kriegsmarine was no exception, cruisers are the right balance of function and expendability when you aren't committing resources to a large decisive battle.
Ive noticed that the iron blood faction has a thing for classical music (must be a nod to how some of the greatest composers of classical music came from that region) I can easily see eugen dancing to this while taunting the shit out of anyone.
I love classical music so I really love this. And as others have pointed out, it really does show Eugen's mischievousness. It also really reminds me of Shostakovich.
