It`s a wise decision of the Vietnamese government for not allowing to build new houses on the rice fields . First they want to keep the gorgeous scenery of this area intact , then to produce more rice to feed the local population

It's actually the government that wanted change and modernize. It's the local ethnic groups that have been preserving the land and their culture for generations. Because of that, it's gained worldwide attention and the Government sees the opportunity to make money through tourism. Because of population growth, of course some sacrifices have to be made. Government and locals working together can keep Vietnam beautiful and profitable.
