It's not because top is the most mechanical role (depends on champs in each role obviously) but because it has the most amount of mechanical checks out of all lanes and the least outside influence. Because of the nature of the champions your top matchup is historically a matchup of a thousand marginal mechanic checks - constant bruiser/tank trade patterns with a lot of sustain. Whereas in bot and mid the nature of the champions make each matchup a game of very few major mechanic checks - burst trade patterns mid and support all in trade patterns bot with little sustain both lanes. When this is the case it's just a math equation. Eastern players have always had both superior and more consistent mechanical levels by a margin of something like 60/40 (maybe not this high but you get the idea). If you play out this 60/40 a thousand times in a lane then the 60 will win much more consistently then if you play it out a few times in a lane. TL;DR They're better at every lane (on average), it's just more consistently revealed top because of the matchups natural lowered variance.

It’s absurd to think that anyone is actually listening to flowers or majority of the Lec casters in recent times not trying to drone them out.

Its been a while since I watched competitive League so maybe he doesnt really have it anymore but Cpt definitely still one of the best in the west for commentary. Not that its saying much.
