I love how you've portrayed them here! I've always gotten the feeling that they'd put their foot down if need be. They may have made some questionable decisions in OvenBreak, but everything does stem from a drive to protect the dreams of all Cookies.
(Tangent, but I'd love to do a deep dive into their character sometime...)
