My nest display show 35Voc coming into the unit and that is being feed by the 27Vac source. Your numbers sound fine is your units battery charging? You can remove the nest from the wall can charge it up using a usb cable and then see how the unit is working.

I have 38V on the Nest power info. Red wire shows 27Vac.

Did it fix the issue replacing the plate?
Yes my issue was fixed by replacing the plate and it's still running strong
