The new mayor doesn't take office until October 1. Streets aren't really all that dirty in Tijuana. Not in the urban area and ZN. They do need to work on the graffiti problem.

Visitors do get robbed. Sometimes by being in a bad neighborhood in Tijuana. Sometimes by the extortion hungry policia. But it's farfetched to say that "most" visitors get robbed. If you stick to the Avenida Revolucion tourist strip, I'd say that it's pretty rare for a visitor to get robbed. If you venture in the Zona, the chances increase. It's a bad neighborhood. But you're still likely to leave unharmed and with your money intact. Unless you spend it all on putas.
Your talking about the worst parts of one of the ugliest Mexican cities, Tijuana is ugly even by Mexican standards, but after watching East Hastings street in Vancouver I can tell you: No place in Tijuana looks like that hellhole, with all the zombies and homeless

The cartels probably own most of the businesses around there and pimp the girls so they're not going to do their dirty work where they make money. Absolutely. HK is really just a tourist bar for gringos so they naturally overcharge customers who don't know any better. The smaller bars that are strictly Spanish speaking and service the locals, charge about half of what HK does.
