They are circumventing applying for business visas and coming into the country as asylum seekers so that they can run businesses. Even our general dealers used to provide credit, this is not a practice imported from Somalia or Ethiopia. Most do not have bank accounts and some of the money is laundered

Leasing a building to a foreigner does not mean you do not have to have proper immigration documents, it still comes down to ownership of the business who should be the one registering, not the property. If the South African 'employs' the foreigner, that foreigner still has to have right to work and his employment should be registered as any other employer in SA. UIF needs to be paid and tax needs to be paid by the 'employee'
