A little about me:
My name's Minoo, and I'm originally from Iran.
I obtained my TEFL (Teaching English as a Foreign Language) Diploma in England in 1985.

Though the rules apply aptly in most cases, but still I feel the speaker has to to exercise his thought process on what is logical. Mind you, too much focus on grammar rules while speaking will make you sound confused. Communication is all about conveying message such that the listener understands it!

Yes, it's correct.

Yes, an 'ly' adverb can go before the verb if you want to stress it.

I remember in your previous video of word order, it was mentioned 'How' was mentioned second last before 'Why'. Now it's different. Why??
'how' can go in different places depending on what it is. The most common is 'ly' adverbs, in which case it goes before 'where'. In my previous lesson, I had chosen a descriptive phrase, which fitted better at the end. I would put 'by the police' first.
Here, the prepositional phrase "by the police" functions as an adverbial of manner. While "for an hour" represents time. This means: "by the police" goes first (if you follow the same syntactic order as shown in the video). 👍
