I have read at multiple places, front load are power efficient.
But I have observed that top load machines have 350-450W power rating,
while the front load have 2000+ W power rating.
How is this justified ?

Ther is a difference between power and energy usage.
Front load washing machine are more energy efficient, but may use more power

I have 8kg samsung fully automatic washing machine
& his power consumption is 0.09kwh/kg/cycle
