    I went to a British girl's covent/boarding school in the 1970's and whenever we got rowdy our history teacher would say "Girls, please! This is not the house of commons"!

    Direct insults aren't allowed, even something as banal as dodgy. The rule is there to prevent the chamber just descending into petty insults.

    That staff is the royal Mace, it’s the symbol of the Monarch in Parliament. The chamber cannot legally meet unless the mace is present on the table.

      the commons and speaker do not sit when the mace is not present BUT the mace can be removed to under the table when a committee of the whole house is sitting, and they are usually 'chaired' by a deputy speaker who must be address as the chair not 'deputy speaker'

    "Liar" is a dangerous word in the Commons because if someone lies there he could be arrested, judged and go in jail ? To lie in the Commons is considered as an offense.

      "Economical with the truth" is the phrase my dad uses, he's a city councillor who served in the past and recently took it up again, won a seat in the last local election.

      It's against the rules of the House - but not illegal. Every MP has Parliamentary Privilege, the right to say whatever they want in the House and not be questioned by any Court of Law. That's why MPs can choose to make public information that is otherwise classified, if they do wish.

    They say "hear hear" because MPs aren't allowed to applaud in the chamber. Nor can you accuse anyone of lying; instead the member can say something like " The right honourable member, may have inadvertently misled the House".

      it's the same in American rules: you can't accuse a fellow member of the House or Senate of being a liar. Robert's Rules of Order---which derives from US House of Representatives practices---forbids it as well.

    It can get very rowdy at times. Every Wednesday at noon, there is Prime Ministers Questions for half an hour, this is when the House is packed and anyone can ask the PM any question on any subject. There are certain rules that have to be followed as regards language, eg you can't call anyone a liar. Also no one can 'mislead the House' by speaking an untruth, in the case of a PM being found to have done this it could lead to them having to resign. The Speaker of the House trying to keep order, is a sitting MP who has been voted into that postition by agreement of all parties, and has to be inbiased in his dealings.

    The large "Olympic torch" thing that the MP tried to take off the table and out of the room is the Parliamentary Mace. It has to be present at every sitting of the house of commons for business to be official. Just another one of those old traditions harking back through the centuries.

      @@piersellis69 In the US it's the opposite way since it was founded as a republic (and still is): Congress is not delegated any power by our head of state to have its authority to pass laws and maintain oversight. The president does not have that kind of authority or power.
      Also there is a mace in the House of Reps. and Senate chambers. It's different-looking though, like a Roman fasces with an eagle atop. Interesting factoid: the South Carolina House of Representatives has a mace that looks almost exactly like that in the House of Commons, and I do believe it's been there since the 1700s when it was a "colonial legislature".

    My favourite story about the House of Commons is when one opposition member said half the Government were crooks. He was forced to retract his statement and apologise, so he then said 'I meant to say half the Government were NOT crooks"

    In the House of Commons, you can only speak if (a) standing and )b) recognized by the Speaker. Hence, 'a sedentary position' (i.e. seated) is out of order. "Alacrity': brisk and cheerful readiness

    That reminds me a lot of the rowdiness of the New South Wales parliament in Sydney. Similar closely seated house too. The federal Aussie parliament often descends into chaos, “question time” can be quite entertaining/frustrating to watch at times 😆

    What I love about the parliamentary system in both the UK and Canada is that leaders can be challenged in real time to explain the latest news, reports etc.

    they have it live on the parliamentary site, house of commons its pretty much televised, you can watch past broadcasts and theres committees i think we are one of the few parliaments that televise it, because it affects us all

    04:10 He also referred to his opponent by name, which I think is rather frowned upon, though I'm not sure if it's explicitly disallowed. One definitely must not ever speak in the second person (i.e. say the word "you") in Parliament; one addresses the house.

    There are surprisingly tight conventions on "parliamentary language" in place. It's not allowed to directly call another member a liar, or to otherwise impugn their character in certain ways.
    "Dodgy", although totally innocuous in normal language, obviously falls foul of this convention.

    Dodgy means tax evasion, generally. Most Tory politicians have "overseas investments" in a country they "alledge" to despise, for human rights, despots etc.. the personification of falsehood, right there. Not all of 'em, btw.     During parliamentary debate, members are not allowed to call each other names. Dodgy Dave is name calling. It might not seem like much of an insult, but that doesn't matter. It's still name calling. 😄

    Some things that might not be clear -
    Although Parliament has microphones, they are for TV only. The members on the floor can only hear the other speakers unamplified. Therefore, it is completely impossible to hear a speaker when the crowd is jeering them - and the Speaker has to be loud enough to shout down 300 people to get it back quiet enough to hear the person who is trying to speak.
    When you address Parliament, you are addressing the Speaker, who is the direct representative of the Monarch in the Parliament and is tasked with reporting the goings on to the Monarch. Of course, no "honourable" or "right honourable" member of the Monarch's Parliament would do something so low as to not tell the truth to the representative of the crown, to make such an accusation is quite severe. And to make some insulting remark about them to the representative of the Monarch would be similarly severe. There are rhetorical tactics for making accusations of lying or of calling another member a name and they are usually insanely passive aggressive.
    Like if the Prime Minister is accused of having had sex with a pig you can't just call him a "pig fucker" in Parliament, you have to say something like "now I have spent many a wonderful hour on farms in my constituency, perhaps not as many as the right honourable member for Witney, but enough to know one end of a pig from another. Those farmers who are my constituents are concerned about the Prime Miniter's attitude towards the pork industry". And then the PM has to stand up and tell everyone about just how much he loves pork.

    Although their is a fair amount of leeway in their actual questions they are not allowed to cast aspersions on a members character. Hence the use of the word "honourable" member.

    Because MPs swear allegiance to the monarch (i.e. to bear true witness) in order to take their seats, they are not allowed to call each other "liars" or indicate that they are deliberately misleading the parliament. Hence they have to choose their words carefully. I think Churchill once did it by accusing another MP of "factual inexactitudes," indicating that the MP was wrong while not accusing that member of deliberate deception.
    The object removed from the bench was the Mace - the symbol of the monarch's authority - which is in place while all parliamentary business is carried out. If removed, any business is null and void; only the monarch's official representative may carry it.
    One of the rules in parliament is that only one person may have the floor to speak: i.e. if the Speaker is standing, noone else may until called by the Speaker; when one MP is speaking, nobody else may. The frequent shouts of "Order" are an attempt to stop others from speaking or shouting out while the Speaker is standing to speak.

    Although as funny as these clowns are, their childish behaviour is is a bit concerning really. But that's what happens when a sizable portion of them are most likely drunk and/or high on cocaine.

    The man who called David Cameron "dodgy" is Denis Skinner, one of the best MPs for the witty one-liner. Once when a new royal baby was born, most MPs were gushing in congratulatory sentiments. Skinner said, "another mouth for the tax-payer to feed". He is a legend.

    Most of these chaps went to the same school and university and know each other very well. They still behave like big school boys. B Johnson ran the government like it was a game or prank he was pulling at school. (Eton again).
    You can tell the non privately educated (public schools in the UK) as they tend to have regional accents instead of RP.

    Parliamentary law says that you can not insult another MP, because it will lead to a fight. The aisle between the the two opposing sides of the House of Commons is two sword lengths wide to stop sword fights breaking out between two MPs insulting each other & that is why there are very strict rules about what words can, or can not be used.
    The MPs of The Scotish National Party (SNP) are a rowdy lot to start with and have no respect for the Sasanach parliament, or it's traditions.

    Can't call someone a liar in HofC. HofC is basically following parliamentary rules from 100s years ago. Calling someone a liar would be afront to his reputation & would probably end up in a duel, so the 'L' word itself is not allowed. Despite everyone using various alternative words for the same thing.

    One of the most accurate depictions I've seen of the Commons in Westminster was in the movie "The Minions". Minion Bob is sitting in the Speaker's chair wearing a wig and banging the gavel. The director/whoever really nailed it: it looks correct in every way, as far as I can tell.

    It might look 'fun' and in small doses it it is but ultimately it's a massive distraction. Political parties are too often seen as 'winning' at Prime Minister's Questions and that winning is based on who gets the best jokes in. The reality is Prime Minister's Questions are one of the few times the sitting government are held to account and that accountability is more or less batted away just by being able to make some shit joke.

    I would say, what you don't get watching the broadcast is how loud the chamber is for those inside and speaking. Sometimes we can hear them clearly, because their are mics, but the person speaking may not be able to even hear themselves.

    The Mace of the House represents Royal Authority (as the King is responsible for calling and closing Parliament every year). If the Mace is not in its proper place on the Table, the House is not officially in Session. There is a separate area under the table where it is placed when the House is in Committee.
    There is a similarly styled Mace in the US House of Representatives, though obviously without the Royal link.

    Mase (Staff) it's the king/Queen authority and they have to suspend house procedure until it's back in place. There are words you can't say in the House of Commons --- when the speaker said withdrawal ... the MP withdrawals it and off the record. You can't reflect on the speaker or MP's.

    Your reaction matches my reaction when I was 1st watching to the House of Common Speaker trying to make order.. I didn't know if I'm watching a live broadcasting from the British Parliament or a sequence from Tom Sawyer old movie film. Hahahaha... It's so hard to actually follow what they are saying as they're just screaming most of the time.. This is unique in Europe. :)

    Mr salmond the Scottish dude who stood up to ask the chair to allow the lady to speak more. Was the leader of the Scottish national party the party that trying to have Scotland leaving the uk dividing the country. I reckon he was Russian agent. He Is now a presenter on Russia today news channel.

    Most of these clips are PMQs, Prime Minister Questions. Happens every Wednesday at noon and the Speaker decides who gets the question the PM. But the leader of the opposition party always questions the PM first.

    Remove the EU Flag, no disrespect to the EU or it’s Flag but that would be like placing any other nations or organisation over any US political proceedings, it would make no sense because it would have no relevance, incase you didn’t know 🇬🇧 is the UK’s Flag lol

    7.38 in british parliment you are not allowed to accuse anyone of dishonesty, so she can only imply it. This is why the previous man was told to withdraw the word "Dodgy" as it is being used to call them dishonest. One could say something like "The figures you have stated do not match the ones I have" to set facts straight without accusing somebody of lying, you can say that they are mistaken or incorrect, but you can't say "That's a lie."
    It's also worth noting that while accusing somebody of lying gets punished, being the person that actually lied is punished much more severely

    My favourite house of commons moment was when the then PM, Liz Truss (whose position was in crisis) skipped a session at the house of commons, and her deputy Penny Mordaunt had to explain to everyone in the house that the PM was absent, due to be being "detained on urgent business." Cue the whole house bursting into laughter 😂

    At 6 minutes, that is the Mace that was being waved around, actually represents the Monarch's presence in the House. In effect, the MP was manhandling the monarch. When the Speaker orders a 'withdrawal', it means that it will not be used in Hansard, the written record of Parliamentary proceedings. Just to say that these are picked moments - it's not always like this!

    5:55 that staff is the symbol of royal authority that enables the house to sit and diacuss things freely - legally it should only be taken off the stand by the officially appointed individuals at the end of the day's proceedings.
    To take it off the stand outside of this context is to accuse the house of treason. Hence the reaction.

    You can call someone a liar, just not use that word. It calls into question the honour of Honourable members. Theresa May referred to a member as ‘inadvertently misleading the House’. You translated it correctly as ‘you’re a lying b.’

    This type of behaviour only happens once a week on Wednesdays for 1/2 an hour between 12.00 noon and 12.30 during Prime Minister’s questions. What the speaker is shouting is ORDER. Part of the speaker’s job is to keep the whole House of Parliament in some sort of order.

    When I lived in UK, I used to watch House of Commons. Which I never thought I will do. I am not into politics, but that this is hilarious sometimes. Better then reality show. It's funny how one speaks, and others just Cheers or Boo for whatever reason.

    This is a collection of some the particularly 'lively' episodes in the House of Commons. Admittedly the debate is often vigorous and heated, but these are some of the more extreme examples! John Bercow (The Speaker of thee House), the guy with the jazzy ties was well known for his characteristic way of bellowing of 'Order, Order, Order...'

    MPs do not refer to each other as “Mister Smith” but as “The Honourable Member for Bloggstown” (the name of their constituency). MPs are assumed to be “honourable” so it’s against the rules for them to accuse each other of lying. Even if they are lying.

    There a rules about how business is conducted, they go back centuries, they were written down for ease by the then Clark, Erskine May, during Victorian era. (Standing Orders) They should not clap or use certain words. Due to the layout of the House of Commons it tends to be conflict in nature. If you want to see your Senate being ripped apart, British style, watch George Galloway answer questions to them. He was brilliant and they didn't know what hit them. George Galloway was a Member of Parliament.

    Dennis Skinner doesn't give a crap. And that big thing on the table is a mace. Alacrity means quickly. And standing rules in the Commons are almost as important as the debates themselves. It's not always this nuts. Watch some more "PMQ's".
